The holidays were good for the PS3, and SCEA CEO and President Jack Tretton let the world know it in the PlayStation Blog. He noted the double-digit growth during the past quarter and 36 percent hardware growth in January and even divulged some sales statistics.
“Games like Uncharted 2: Among Thieves are surpassing our lofty expectations as it outsold the franchise’s first PS3 game and is now closing in on three million copies sold worldwide,” said Tretton. “Over half a million of you have already chosen your allegiance in MAG, and have played over 270,000 games in the Shadow War.”
Tretton also noted that there are 40 million users connected to the PlayStation network. “Thank you again for making PS3 your entertainment device of choice. We look forward to your continued excitement for the brand,” concluded Tretton.

Riddle me this: how can there be 40 milion users on the Playstation Network when there aren't even 40 million PS3 systems sold? Do you not need a system to make an account or are PS3 owners making multiple accounts?

I believe there can be multiple accounts per PS3, so that would be your answer.
