Fukuoka, home to developer Level-5, is one of the largest cities in Japan but the center of gaming business (and all other business) in Japan still revolves around the capital of Tokyo. It seems natural then that one of Japan's biggest up-and-coming development houses would open an office in Tokyo, as reported by Siliconera.
This new office will apparently concentrate on mobile projects and international business. This opening could signal that the developer, which has collaborated heavily with publishers such as Sony Computer Entertainment, Nintendo and Square Enix, could be looking to distribute its own properties overseas.
Level-5, who is probably best known in the West for the Professor Layton series, has also worked on titles such as Dark Cloud, Dragon Quest IX and White Knight Chronicles.
