Update: Microsoft has now confirmed the Halo: Reach hardware bundle for $399 on September 14. As mentioned in our original story below, the bundle features a silver 360 console, along with two wireless controllers with custom artwork, a token for the Limited Edition Elite armor set, an episode of Halo Legends and a Halo: Reach-themed Xbox 360 wired headset. And this is interesting: "As an added touch, the specially designed console in the Xbox 360 Limited Edition Halo: Reach Bundle not only captures the look and feel of the game, but also features custom sound effects from the Halo universe."

A special unboxing video is available here for those who need to see more.
In addition to the special Xbox 360 bundle for September, Microsoft also announced the Halo: Reach Limited Edition Wireless Controller and the Halo: Reach Limited Edition Wireless Headset, which feature the same "distinctive silver color" and exclusive Halo artwork by Bungie. Both are available for pre-order now and will be released in August; the controller will be $59.99 and the headset will sell for $49.99. The controller comes with an Xbox LIVE token for an animated Covenant Banshee Avatar item.
Original story:
A fairly reliable “mole” for tech website Ars Technica has stated that Microsoft is very close to announcing a Halo: Reach Xbox 360 bundle that will include a silver version of the Xbox 360 Slim, 250GB HDD, two wireless controllers and of course, the game. It's supposedly going to retail for $400.
This Ars “mole” has stated that the bundle will be released on September 14 to coincide with the much anticipated release of Bungie's Halo swan song.
Additionally, a Halo fansite was able to capture an image of the bundle on Microsoft’s Xbox website, but the image and link have since been removed. Check out the silver 360 and a closeup of a Halo: Reach controller below.

I wonder how this will affect Kinect bundle sales?

Don't think it will affect Kinect. This is aimed at the hardcore gamer, while Kinect for the most part is not.
